Town Meeting
August 17, 2009
Emmitsburg Town Office
Present:
Mayor James Hoover; Commissioners Clifford Sweeney, Glenn Blanchard, Joyce Rosensteel, Denise Etris and Christopher Staiger, President.
Also present were Vickie Felix and Dave Haller, Town Manager.
Call To Order Commissioner Christopher Staiger, President of the Board of
Commissioners, called the August 17, 2009 Town Meeting to order at 7:30 p.m. Pledge of Allegiance was recited.
Approval Of Minutes
The Minutes of the August 3, 2009 Town Meeting were approved as amended.
Commissioner Comments
Commissioner Blanchard attended the pool party and the Mayor’s barbeque. He announced that next week school will be starting and encouraged everyone to keep in mind safety of
the children especially at the crosswalks. Commissioners Rosensteel and Sweeney also attended the Mayor’s barbeque and congratulated the Mayor on its success. Commissioner
Etris announced that the last concert in the park will be August 28th.
Mayor’s Comments
Mayor Hoover also commented on the success of the barbeque and appreciated the support from
everyone who participated. This coming Friday will be the last pool party of the season. He commented that hopefully the playground equipment in Community Park will be replaced
in the next 30 to 45 days. On Thursday he will be meeting with the EBPA to finalize some thoughts on the grease trap ordinance.
Administrative Business
Commissioner Blanchard inquired about signage for the upcoming election. Mayor Hoover stated
he is in the process of getting that done. Dave Haller added that notices have been out on web, cable and bulletin boards. For the public, he announced the deadline and
election dates. Mayor Hoover also commented that they are still in need of election judges, if anyone is interested they are to contact the Town office.
Reports:
Town Manager Report
- reported on the public works department monthly activities to include a water production and consumption analysis, highlighting that Rainbow Lake is still holding at the
spillway level. Staff is performing an inspection of the plant for a possible internal leak. There was another graffiti episode in Community Park this time it was the sliding
boards. Mr. Haller elaborated that they will discuss the playground equipment at the Mayor’s Staff meeting Wednesday night. Commissioner Sweeney inquired about the street
lights in Brookfield that are blinking on and off. Mr. Haller stated that when he gets an email on this it gets addressed the next day. The lights operate on a photo switch,
not a timer and sometimes the switch has a defect in it. Detailed report at Exhibit B.
Treasurer’s Report
- Commissioner Joyce Rosensteel. See attached report, Exhibit A.
Police Report
- Corporal Grunwell’s report was later in the agenda as he had to respond to a call and was delayed. When he arrived he reported on the July 2009 police report. The basketball
tournament that was planned had to be cancelled. The deputies also participated in the Mayor’s barbeque contest. Detailed report at Exhibit C.
Agenda Items
Introduction: Kathy Golightly, New Principal Of Emmitsburg Elementary School
Mayor Hoover introduced Kathy Golightly who is the new principal of the
Emmitsburg Elementary School. She gave a brief presentation for the school year and commented that this year in Emmitsburg they will be focusing on math. They are one of five
targeted assisted schools through the federal stimulus money.
Consideration Of
Staff Draft Comprehensive Plan
Mr. Haller stated a few months ago staff received the final version of the comp
plan from the planning commission. For several months the Board has been working on it with the assistance of staff. Staff is asking tonight that the Board take a vote to
accept the plan that was given two weeks ago as the council’s draft plan. Commissioner Staiger proposed a schedule of an agenda item that would serve as a public hearing at the
September 21, 2009 meeting and then an agenda item at the October 19, 2009 meeting that would serve as a public hearing, public comments and questions will be entertained for
the Board’s review. Hopefully by the first meeting of November a document will be available for final review.
Motion
– to accept the staff draft comprehensive plan as the Board’s comprehensive plan. Motion by Commissioner Sweeney, second by Commissioner Rosensteel.
Vote: 5-0 in favor
Set Agenda Items For September 8, 2009 Town Meeting
- Consideration of sewer pretreatment ordinance.
- Dedication of Brookfield Streets.
- Board approval for the election judges.
Public Comments
Chuck Karfonta with RJD Development
–requested to be on the agenda for next meeting for dedication of the roads in section III of Brookfield. He also inquired when a copy of the comp plan will be available to be
reviewed. Sr. Eleanor Casey, 333 S. Seton Ave. – expressed their gratefulness to the Town for all the help in making the bicentennial celebration a wonderful event.
Richard Floyd, present on behalf of Mr. Stockman and also as a member of the Frederick County Planning Commission-asked if the board received the letter from Mr. Stockman
and encouraged them to give some thoughts on it.

With no further business, the August 17, 2009 Town Meeting was adjourned at 8:15 p.m.
