Town Meeting
August 4, 2008
Emmitsburg Town Office

Present: Mayor James Hoover; Commissioners Clifford Sweeney, Glenn Blanchard, Joyce Rosensteel, and Denise Etris. Also present were Vickie Felix and Dave Haller, Town Manager.
Absent
: Chris Staiger, President with prior notice.

Due to the absence of the TV Technician this meeting will not be televised. Town Manager was directed to have staff put a notice on channel 99.

Call to Order

A motion was made for Commissioner Blanchard to be the president of the Board in the absence of Commissioner Staiger. Unanimous consent.

Commissioner Glen Blanchard called the August 4, 2008 Town Meeting to order at 7:30p.m. Pledge of Allegiance was recited and announcements were made.

Approval of Minutes

The Minutes of the July 21, 2008 Town Meeting were approved as presented.

Commissioner Comments

Commissioner Etris commented that the concert in the park was fairly well attended and announced the next concert for the end of August. Commissioner Blanchard congratulated the Town Of Thurmont for the grand opening of the regional library. Commissioners Rosensteel, Sweeney, and Blanchard congratulated Mayor Hoover on the successful barbeque.

Mayor's Comments

Mayor Hoover thanked the commissioners and also commented that the barbeque did go well, thankful for the good weather. Hoping to do a ice cream social later in the season along with one of the concerts. He also met with staff from the Governor=s office. The Town will see some very tight budget times within the state which will affect the municipal funding. Mayor Hoover was appointed to the MML legislative committee. He had a meeting with Mount Saint Mary=s in regards to APowerful Partnerships@ activities similar to last year. They settled on twelve events between now and November 2008.

Administrative Business

Joyce Rosensteel commented that a concerned citizen asked about the median at Silo Hill. What was the reason it was put there? Mr. Haller responded it was approved by the Council and made a part of the FY2008 budget, the proposed intention is to be a traffic calming device by narrowing the overall lane within that area. Commissioner Blanchard asked how the pest control spraying on the mountain was going. Mr. Haller replied that there have been no reported problems, application has been effective. Commissioner Blanchard also asked about the water supply. Mr. Haller answered that the town is still in a positive precipitation mode.

Reports:

Treasurer=s Report - Commissioner Joyce Rosensteel. See attached report, Exhibit A.

Committee reports - Commissioner Blanchard reported that the Planning and Zoning Commission report will have to be postponed until next meeting. Commissioner Rosensteel, Water Committee commented that Mayor Hoover gave a report at the last town meeting. Mayor Hoover interjected that he attended the water committee meeting, hoping to give direction.

Agenda Items

Annexation Application for Brookfield/irishtown Road Parcel

Mr. Haller presented to the Board a request for annexation. This is for approximately one half acre of land located on the westerly side of Irishtown Road. The reason for this request is to enable a building permit to be issued on a property on which a 5% portion is in the County. This will avoid future litigation. This annexation will add no development units whatsoever to the Town of Emmitsburg.

Motion: to proceed to get the parcel of land annexed.

Motion by made by Commissioner Rosensteel second by Commissioner Sweeney.

Vote: 4-0 in favor

Public Comments

James Welty, 520 North Ave- commented on a letter he received from the town in regard to his property. Libby Briggs, 137 South Seton, requested Board sensitivity in overall approach in planning a park for Emmit Gardens

Commissoner Sweeney requested an update on street activities.

Adjournment With no further business, the August 4, 2008 Town Meeting was adjourned at 7:57 p.m.
