PRESENT: Mayor Hoover; Commissioners Joyce Rosensteel, Art Elder, Diane Walbrecker and William O'Neil Jr., President. Also present were Donna Thompson and Dave Haller, Town Manager.

CALL TO ORDER

Commissioner William O'Neil, President of the Board of Commissioners, called the July 1, 2004 Public Workshop to order at 7:33 p.m.

MAYOR COMMENTS

He informed the Board and audience that Emmitsburg was well recognized in speeches of the opening ceremonies and functions of the World Weightlifting competition being held at Mt St. Mary's University. He announced that the float for the community day parade is decorated and ready.

COMMISSIONER COMMENTS

Joyce Rosensteel reported that she attended the MML convention and brought back much information that she will copy to everyone. She also carried the town flag in the flag ceremony.

AGENDA ITEMS

PARK CONCERTS

Commissioner Rosensteel, acting on behalf of the parks committee, presented the "Concert in the Park" outline to the Board with an approximate cost of $1800.

MOTION: To appropriate $2000 for concerts in the park and puppet shows. The motion was made by Commissioner Rosensteel and seconded by Commissioner Walbrecker. VOTE: 4-0 in favor of the motion.

AGENDA ITEMS FOR JULY 11, 2004 TOWN MEETING

The following items were approved by unanimous consent to appear on the July 12 town meeting agenda:

  1. Silo Hill traffic control

  2. Parks Committee membership appointment

  3. Policy P03-01/04 amending permits and inspection fees

  4. Ordinance 04-09 uses permitted in village zone

  5. Allocation criteria for sanitary sewer connections - - 1st draft

  6. Residency restriction for committee membership

  7. Residential sprinklers -discussion only

  8. All-purpose field vs. other use, discussion only

In considering a sign ordinance text amendment as an agenda item, the Board was advised that this is a planning commission action. From the audience, Mr Staiger, chairman of the planning commission, responded that this would take perhaps 2 meetings–about 60 days. The Mayor cautioned that this agenda item consideration has tuned into a full discussion and should be curtailed.

MOTION: To recommend that the planning commission take the sign ordinance under advisement to craft language to permit free standing signs in the village zone.

The motion was made by Mr. O'Neil and seconded by Mr. Elder. VOTE: 4-0 in favor.
