                                                 Town Manager's Report

                                                     November 2009

Streets:

  • Staff repaired several street lights 

  • Staff has installed and repaired several street and stop signs

  • Staff hung Christmas decorations

  • Staff has made some "cold patch" repairs to Stoner and Armstrong Lanes

Water:

  • Rainbow Lake is now at the spillway level (up 5" from last month)

  • The roughing filters are now being backwashed twice per day and the DE filters are being done once per week

  • Staff has had the generator transfer switch replaced at the water treatment plant

  • Water production and consumption.  We produced and purchased an average of 321,286 gpd.  We consumed an average of 287,767 gpd 

    • The difference is "Backwash Water" ...(10.4%). We purchased 352,800 gals. of water from MSM this month.

    • 45.9% of this water came from wells 

    •   3.7% of this water came from Mt. St. Mary's

    • 50.4%  of this water came from Rainbow Lake 

Wastewater:

  • The overland and flow treatment system has been shut down for the season

  • Staff is continuing to trim and cut trees and brush out of the perimeter fence at the wastewater treatment plant

  • We received about 2.6 inches of precipitation this month (the average is 3.8 inches)

    • We have a precipitation surplus of 3.4" over the last six months, the average precipitation for the period from June 1 thru November.30 is 23.1" and we received 26.5" for that period

  • Wastewater Treatment:

    • We treated an average of 488,000 gpd (consumed 287,767 gpd) which means that 41.0% of the wastewater treated this month was "wild water". 

    • We experienced no spills of untreated sewerage during the month of November

  • We exceed the plant's design capacity on 2 days during the month of November

     11/23     811,000 gpd     11/24    864,000 gpd     

  Trash: 

  • Trash pickup will remain Mondays for the remainder of Month of December

Parks:

  • Staff has winterized the bathrooms in Community and Memorial Parks

  • Staff performed the monthly maintenance inspection

Meetings Attended:

  • 11/02 I attended a staff budget meeting

  • 11/09 I met with Frederick County facility management staff related to building     security issues                   

  • 11/10 I met with Chuck Smith of Glessner Alarm Systems related to security issues in the Community Center

  • 11/10 I attended a Frederick Board of Commissioners meeting related to the County APFO

  • 11/17 I met with Frederick Emergency Management staff related to the development of an Emmitsburg Emergency Operations Plan

  • 11/18 I attended the Mayor's staff meeting

  • 11/20 I met with Glessner Alarm Systems staff related to Community Center Building Security Issues

  • 11/24 I attended a Frederick County Building Managers meeting
