Town Manager's Report
September  2007

Streets:

  • Staff  installed the Fallen Fire Fighters Banner

  • Staff has repaired a number of street lights 

  • Staff repainted a number of crosswalks

  • Staff removed the tree in front of 700 W. Main Street

  • Staff supervised the installation of permanent "speed bumps" on Lincoln Avenue and South School Lane

Water:

  • Rainbow Lake is now 2.0 feet below the spillway, and our five wells have dropped a total of seventy-nine (79) feet (an average of 15.8 feet each) since July 23, 2007 until October 3, 2007

  • The roughing filters are now being backwashed three times per day and the DE filters are being done once per week

  • The earlier instituted water use restrictions were having mixed results and they have been enhanced to prohibit all outdoor water use

  •  

  • Water production and consumption.  We produced and purchased an average of 367,054 gpd.  We consumed an average of 318,442 gpd  

    • The difference is "Backwash Water" ...(13.2%).   We purchased 848,000 gals. of water from MSM this month.

    • 51.5%      of this water came from wells 

    •   7.7%      of this water came from Mt. St. Mary's

    • 40.8%      of this water came from Rainbow Lake 

Wastewater:

  • Staff has been performing maintenance on the lagoon aerators and valve controllers at the WWTP

  • We received about 1.2 inches of precipitation this month (the average is 4.3 inches)

    • We have a deficit of 11.0" of  precipitation over the last six months.  The average precipitation for the period from April 1 thru  September 30 is 24.2" and we have received 13.2" for that period. 

  • Wastewater Treatment:

    • We treated an average of 260,000 gpd (consumed 318,054 gpd) which means that 0.0% of the wastewater treated this month was "wild water".   

    • Water consumption is up approximately 10% over September, 2006 and the majority of the increased consumption appears to be for outdoor uses.  We are also at a 11.0" precipitation deficit over the last six month period and Rainbow Lake is 2.0' below the spillway.  

    • We experienced no spills of untreated sewerage during the month of September

    • We did not exceed the plant's design capacity during the month of September

Trash: 

  • Trash pickup will remain Monday and Thursday for the Month of October, 2007

Parks:

  • Staff worked with Delauter to install the asphalt walking trails in Community Park

  • Staff painted a number of picnic tables

  • Staff performed some painting and repairs at the swimming pool

  • Staff performed standard mowing and trimming in all parks

Meetings Attended:

  • 09/05 Meeting with CASS & Up-County to discuss transportation needs for our special needs citizens

  • 09/07 Frederick Co. Planning department to review and discuss water resources management regulations

  • 09/10 Met with a citizen to discuss parking issues

  • 09/13 Met with Town Attorney to discuss Brookfield annexation and related issues

  • 09/14 Met with pool contractor and staff to review and discuss needed maintenance

  • 09/18 BOCC meeting related to the existing ambulance building and the proposed National Fire Service Museum

  • 09/19 Emmitsburg Planning Commission meeting to present water resources element of the Comprehensive Plan update

  • 09/20 BOCC and MML joint meeting

  • 09/24 Meeting with CASS, Up-County and Frederick County to discuss transportation needs for our special needs citizens

  • 09/25 Met with a citizen to discuss parking issues

  • 09/26 Emergency Preparedness workshop with Frederick County and a number of elected officials
