INVITATION TO BID

notice is hereby given that sealed Proposals will be received by the Town of Emmitsburg, 300A S. Seton Ave, Emmitsburg, Maryland 21727, for:

MOUNTAIN VIEW ROAD WATERLINE REPLACEMENT

Work under this contract includes removal and reconstruction of approximately 3,300 L.F. of 8" watermain replacement, appurtenance and restoration.

A MANDATORY pre-bid meeting has been scheduled for January 7, 2004, at 1:00 pm. In the Emmitsburg Town Offices, in the Conference Room, 300A S. Seton Ave, Emmitsburg, Maryland 21727 (attendance is mandatory).

SEALED PROPOSALS for the above will be received by the Town of Emmitsburg, 300A S. Seton Ave, Emmitsburg, Maryland 21727 until 2:00 pm, local time, on January 21. 2004 at which time and place they will be opened publicly and read.

Bids must be made upon the blank Proposal which, with the Proposal Form and Plans will be furnished by the Town of Emmitsburg upon application and cash payment of $75.00 per set. Proposal Form and Plans will be mailed, if requested, upon receipt of an additional cash payment of $10.00 per set. NO REFUND FOR RETURN OF PROPOSAL FORM AND PLANS. No bids will be considered unless accompanied by a certified check, cashier's check or a treasurer's check drawn upon a local bank or bid bond payable to the Town of Emmitsburg, 300A S. Seton Ave, Emmitsburg, Maryland 21727 in the amount of 5 percent of the total bid price.

In addition, the successful bidder will be required to furnish a Labor & Material Payment Bond and also a Performance Bond in the amount of 100% of the Contract Award. The successful bidder will be required to give bond, and comply with the Acts of the General Assembly of Maryland respecting Contracts.

The Town of Emmitsburg reserves the right to accept or reject any and/or all bids and to waive any informalities or irregularities in the bidding.

The contract may be funded in part by the Maryland Water Quality Revolving Loan Fund. Bidders' attention is directed to the SRF Loan Insert included in the Construction Documents for information regarding various requirements. For the purpose of this program, the term "Subcontract" includes all construction, modification, and service work contracted for by the Bidded in the execution of the work under this Contract.
